Major Jarad L. Phelps
Major Phelps has served as a patrol officer and supervisor. He was an Academy instructor and, later, director of the Criminal Justice Academy. Major Phelps also was a supervisor in both the Operations and Criminal Investigations divisions. He served on the following Specialty or Part-Time Units and Teams: Incident Management, SWAT, Honor Guard, and Search and Rescue.
Major Phelps is a graduate of the FBI National Academy, the Professional Executive Leadership School, the George Mason University Public Fellows Cohort #3 (where he earned an MPA in public administration), and the LEAD program of the University of Virginia. Major Phelps’ current assignment is Assistant Chief for Operations.
Captain Erik J. Barnhart
Captain Barnhart served as a patrol officer and was a supervisor, both in the Operations and Support Services divisions. He also served as a supervisor in the Criminal Investigations Division. He served on the following Specialty or Part-Time Units and Teams: Search and Rescue, and Civil Disturbance.
Captain Barnhart is a graduate of the West Point/Direct Leadership Course, the Professional Executive Leadership School, and the LEAD program of the University of Virginia. Captain Barnhart’s current assignment is director of the Criminal Justice Academy in the Support Services Division. He received a County Executive’s Award in 2008 and a Prince William Chamber of Commerce Valor Award (Silver Medal) in 2003.
Lieutenant David J. Bassett
Lieutenant Bassett served as a patrol officer and supervisor in the Operations Division. He also served in the Office of Professional Standards (formerly the Internal Affairs Bureau) in the Office of the Chief. Lieutenant Bassett served in the following Specialty or Part-Time Units and Teams: Bicycle Unit and CID-Special Problems Unit.
Lieutenant Bassett is a graduate of the West Point/Direct Leadership Course. His current assignment is in the Operations Division-Central District.
Lieutenant Matthew J. McCauley
Lieutenant McCauley served as a patrol officer and a supervisor in the Operations, Criminal Investigations, and Support Services divisions. He also served as a detective in the Criminal Investigations Division. Lieutenant McCauley served on the following Specialty or Part-Time Units and Teams: Civil Disturbance.
Lieutenant McCauley is a graduate of the West Point/Direct Leadership Course. Additionally, he received a County Executive’s Award in 2015, a Prince William Chamber of Commerce Valor Award in 2014, and a commendation from the Board of County Supervisors in 2014 for Operation Dragon. Lieutenant Christopher A. Meurer
Lieutenant Meurer served as a patrol officer and supervisor in the Operations and Criminal Investigations divisions. He also served in the Office of Professional Standards (formerly the Internal Affairs Bureau) in the Office of the Chief. Lieutenant Meurer served in the following Specialty or Part-Time Units and Teams: USRT (formerly the Scuba Unit).

Lieutenant Joe N. Robinson
Lieutenant Robinson served as a patrol officer. He also served in the Crash Investigation Unit and was a detective and a supervisor in the Criminal Investigations Division. Lieutenant Robinson served on the following Specialty or Part-Time Units and Teams: Civil Disturbance, Background Investigator (part-time), and Fair and Impartial Policing (general instructor).

First Sergeant Christopher Bradford

He also was a supervisor in the Traffic Unit, and in the Support Services and Criminal Investigations divisions. First Sergeant Daniel J. Crawford

First Sergeant William J. Franks
First Sergeant Franks served as a patrol officer and a supervisor in the Operations Division and in Warrants-East. He served on the following Specialty or Part-Time Units and Teams: Civil Disturbance, Command Post and Honor Guard.
First Sergeant Franks is a graduate of the West Point/Direct Leadership Course. Additionally, he is the recipient of numerous commendations including the funeral of a state senator, the FBI Law Enforcement Memorial, and the Prince William Human Rights Commission. First Sergeant Saemi C. Kitchens
First Sergeant Kitchens served as a patrol officer in the Operations Division, and a detective in the Criminal Investigations Division. She was also a supervisor in the Operations and Support Services divisions.

Sergeant Jacob S. Kushner
